ICT Adoption Behaviours of Heritage Organizations in South West Europe: Conservative, Pragmatist and Pioneering

Anne Gombault is a professor of Organizational Behaviour and Management at KEDGE Business School, where she is head of the Creative Industries Culture Research Center. Her research covers organizational identity and behaviour and the strategies of arts and culture organizations, and the creative industries in general, including museums and heritage.

Oihab Allal-Chérif is a professor of Information Systems Management and a member of the Creative Industries and Culture Research Center at KEDGE Business School. From 2010 to 2017 he was head of the Operations Management and Information Systems Department. His research interests lie in the areas of digital transformation, serious games, innovative learning, e-business, and information systems project management.

Aurélien Décamps is a professor of Economics at the Creative Industries Culture Research Center, KEDGE Business School (since 2012). His research work is concentrated in urban, territorial and real estate economics.

Claire Grellier is a doctoral student in Management. Since 2012 she has been associated with the Creative Industries Culture Research Center, KEDGE Business School. Her research and teaching interests lie in the areas of tourism, creativity, innovation, digital, entrepreneurship and creative industries.

ABSTRACT

This study is intended to understand the behaviour of heritage organizations in South West Europe regarding the adoption of information and communication technology (ICT) and to identify the factors favouring and inhibiting such adoption. The methodology is a multi-case study of 30 heritage organizations in France, Portugal and Spain. The results show that the three dominant behaviours of heritage organizations regarding ICT adoption are conservative, pragmatist and pioneering, and that France can be characterized as conservative, Portugal as pragmatist and Spain as pioneering. ICT adoption behaviour depends on regional public policies on the use of digital technology in the heritage sector and on four organizational factors: type of heritage, management autonomy, digital staff and networking.

RÉSUMÉ

Cette étude vise à comprendre le comportement des organismes patrimoniaux de l’Europe du Sud-Ouest à l’égard de l’adoption des technologies de l’information et de la communication (TIC) et de déterminer les facteurs favorisant ou empêchant cette adoption. La méthodologie utilisée repose sur une étude multi-cas de 30 organismes patrimoniaux de la France, du Portugal et de l’Espagne. Les résultats révèlent que les trois comportements dominants de ces organismes à l’égard de l’adoption des TIC sont conservateurs, pragmatiques ou pionniers, et que la France est plus conservatrice, le Portugal plus pragmatique, et l’Espagne plus pionnière. Les comportements à l’égard de l’adoption des TIC dépendent du cadre des politiques publiques régionales en matière de patrimoine numérique et de quatre facteurs organisationnels: le type de patrimoine, l’autonomie de gestion, le personnel responsable du numérique et le réseautage.

RESUMEN

El objetivo de este estudio es comprender el comportamiento de organizaciones de patrimonio del sudoeste de Europa en lo que se refiere a la incorporación de las tecnologías de información y comunicación (TIC) y la identificación de los factores que favorecen o inhiben tal incorporación. La metodología se basa sobre un estudio multicaso de 30 organizaciones de patrimonio de referencia en Francia, Portugal, y España. Los resultados muestran que los tres comportamientos predominantes de mencionadas organizaciones en lo que se refiere a la incorporación de las TIC puede catalogarse como conservador, pragmático e innovador, y que Francia es más bien conservadora, Portugal más bien pragmático, y España más bien innovadora. La manera de incorporar las TIC depende de las políticas públicas regionales en materia de patrimonio digital y de cuatro factores de organización: el tipo de patrimonio, la autonomía de gestión, el personal del sector digital y la comunicación en redes.
